Prepare a baking sheet with parchment paper.
Combine flour, baking soda, baking powder, cinnamon, and salt. Stir until well mixed.
Cut in butter. Mixture should be crumbly.
Separate egg. Set aside egg white to use later.
In a separate bowl, combine egg yolk, buttermilk, and honey. Mix together.
Add milk and honey mixture to the dry ingredients. Mix until just combined.
Dough will be a crumbly consistency. Form dough into a round ball.
Place dough on prepared baking sheet and pat dough ball down to be about 1/2 an inch in thickness.
Cut the dough into 8 equal sections.
In a separate bowl, melt remaining 2 tablespoons of butter. Add the brown sugar and 1 tablespoon cinnamon. Mix.
Whisk the egg white until frothy and brush the top of the dough.
Top with the cinnamon and sugar mixture.
Preheat oven to 400 degrees. While oven is heating, place scones in the fridge uncovered to chill for 15 minutes.
Bake at 400 degrees for 15 to 18 minutes.
While baking, mix together milk, powdered sugar, vanilla, and 1/4 tsp cinnamon to form a glaze.
Once scones have finished baking, allow to cool for 10 minutes. Drizzle with glaze.
